When twin earthquakes tore through Venezuela’s northern coast last week, Israel Rivas was at home hundreds of miles away in the industrial city of San Félix. As the scale of the catastrophe became clear, the 24-year-old knew he had to react. A mechanic and budding photographer, Rivas gathered the money he had been saving to buy a new camera lens and jumped on a bus to make the 12-hour journey to La Guaira, the coastal state that has suffered the most damage.

“I couldn’t eat well. I couldn’t sleep well, knowing that my brothers and sisters from this country are dying, so I … came here and I’m doing the best I can,” he said on Wednesday, exactly a week after the disaster, as he stood outside Residencia La Gabarra, a 12-storey block of beachside apartments that had collapsed into a jumble of reinforced concrete and bricks with at least three children inside.

A natural disaster provides unforgiving clarity in a country already reeling from years of crisis and the unlawful US seizure of Nicolás Maduro

The devastation wrought by an earthquake is shaped by what happened before and after it as much as by the shock itself. The twin tremors that hit Venezuela moments apart last Wednesday were its biggest since 1900, at 7.2 and 7.5, and were shallow temblors, which often cause more destruction than deeper ones of similar magnitude. Aftershocks continued on Monday. At least 1,450 people have died, with tens of thousands reported missing and more than 3,000 injured. The UN estimates that there has been $6.7bn of damage – equivalent to 6% of the country’s GDP – including key infrastructure; 38 hospitals are said to need repairs. Unicef says that 1.8 million people need aid.

The toll of such disasters reflects the condition of the nation before they struck, and the state’s capacity to respond. While remarkable rescues in the last few days have brought joy even after the 72-hour window judged crucial to saving lives had closed, the picture is not kind to Venezuela’s leaders.

Venezuela’s interim president, Delcy Rodríguez, has vowed to fight to save “as many people as possible” as the official death toll from the country’s worst earthquake in more than a century almost doubled, but frustration was growing at the perceived sluggishness of the government’s response.

Delcy Rodríguez had earlier said almost 3,000 people were injured. Speaking during a tour of La Guaira, the most devastated region, she said foreign search and rescue groups were starting to arrive.

Rescue teams are racing to Venezuela’s shattered northern coast after almost simultaneous earthquakes reduced dozens of buildings to rubble, killing at least 235 people but with thousands more fatalities feared. Officials said at least 4,300 people were injured as rescue missions continue.

The US secretary of state, Marco Rubio, said the defence department would help search and rescue teams deploy to the affected region after Venezuela’s main gateway, the Simón Bolívar international airport, near the capital, Caracas, was badly damaged by 7.2 and 7.5 magnitude quakes less than 40 seconds apart, late on Wednesday afternoon.
