There is no “associate membership” of the European Union, nor any blueprint for what such a thing might involve. It is a political hypothesis, describing a relationship of intimate strategic alignment with the EU, stopping short of actual membership, in ways that are significant but undefined.
This week, Ursula von der Leyen, the European Commission president, invited Canada to be the first country to enjoy this putative status. In her state of the union speech, she spoke of a future relationship elevated “to the highest level possible”, reflecting an affinity of interests and values. Mark Carney, the Canadian prime minister, reciprocated the sentiment in a speech on Wednesday. Addressing the European parliament, he said the two sides should secure “strategic autonomy through deep cooperation” across a broad spectrum of interests: trade, defence, industrial capacity, science, space and AI. He proposed Canadian participation in the EU’s Erasmus student exchange programme and Horizon research scheme.

Mark Carney has welcomed the goal of Canada becoming the EU’s first associate member, calling for “deep cooperation” between Europe and his country to secure their sovereignty, after Donald Trump derided the idea as “laughable”.
In an address to the European parliament in Strasbourg, the Canadian prime minister said polling showed that an overwhelming majority of Canadians supported much closer ties with Europe. “Canada welcomes this idea,” he said, referring to European Commission president Ursula von der Leyen’s pitch that Canada should become the EU’s first associate member.

Ursula von der Leyen brought a new mascot to her annual State of the Union address to the European parliament: the Canadian prime minister, Mark Carney.
The leader of a plucky, like-minded liberal democracy, locked in an unsought trade war with its much bigger bully of a neighbour, Carney crossed the Atlantic and attended this flagship event of Europe’s political calendar to demonstrate his country’s shared values and desire to get closer to the EU. He was rewarded with a standing ovation and the first ever offer of an (invented) status of “associate member” of the EU.

Mark Carney said Canada will pursue a “unique security and economic alliance” with Europe as he positions his country as a base to build in the “new global economic order”.

The worst conclusion to draw from Iceland’s EU referendum result last month would be that the country, apparently now on Donald Trump’s imperial map along with Canada and Greenland, wanted to distance itself from Europe. Rather, the decision to refuse the reopening of EU accession talks shows that asking voters to choose between membership of the 27-nation bloc and staying outside the club is too binary. Some countries want to be inside the European tent without necessarily becoming members. The EU needs a new status for them.
There are existing models of close cooperation. Iceland and Norway, for example, participate in much of the single market through the European Economic Area (EEA). A range of other partial, gradual or associated membership options for candidate countries is being debated.

Trumpism is the lowest stage of imperialism. “We’re not going to invade Greenland. We’re going to buy it,” Donald Trump reportedly told the annual black-tie dinner on 1 February of the private Alfalfa Club, an assemblage of prominent Washington figures, a number of whom he had publicly humiliated, and others he was investigating or suing. “It’s never been my intention to make Greenland the 51st state. I want to make Canada the 51st state. Greenland will be the 52nd state. Venezuela can be 53rd.” The room greeted several of his remarks with dead silence. His cosplay as the Pirate King was not received as a good-humored takeoff from a Gilbert and Sullivan opera. He went on. “So many people in the room I hate,” he said in a display of honesty. “Most of you I like,” he claimed. Then, at his peak euphoria, he flew off to Mar-a-Lago to plan his attack on Iran, which took place 27 days later.
Trump’s imperialism of piracy and plunder is less of a system even than that of the earliest imperialism of 17th-century privateers raiding the Spanish Main, the divine right of kings, and monarchs dividing up the spoils as favors to create their lords and earls. His schemes of aggrandizement operating by threat and force are justified by no larger rationale, nothing as exalted as “the white man’s burden”, marauding wherever and however he can to seize resources.
