The country is dependent on the global giants that call Dublin home. Irish ministers can’t be trusted to chair vital European digital sovereignty talks

On the face of it, Ireland behaves like a good European by being a staunch advocate of human rights and a beacon of progressivism on the western edge of the continent. But there is one vital area in which its record is less than perfect – one that should cause concern when the Irish government takes over the rotating six-month presidency of the EU on 1 July. The EU’s tech and AI rulebook will be renegotiated during the same period, but the Irish state and economy have been captured by big tech. Ireland is so compromised that as president of the Council of the EU, it should recuse itself from all tech and digital sovereignty negotiations.

The last time Ireland held the EU presidency was in 2013, during negotiations on the General Data Protection Regulation (GDPR). A leaked Facebook memo describes a 2013 meeting where the company’s executives met Ireland’s then prime minister to complain about the proposed data privacy rules. They left understanding they had Enda Kenny’s assurance that Ireland would use its “significant influence” as EU Council president to deliver what Facebook called a “positive outcome”. The executives also attended “a dinner hosted by senior Irish politicians to work through the various ways that the Irish could be helpful”.

By trusting the US, we handed Trump a kill switch. Yet Europe’s digital sovereignty is an achievable goal

The French judge Nicolas Guillou knows exactly how deep Europe’s dependence on US tech is. Guillou and his colleagues at the international criminal court are under US sanctions. They can no longer use e-commerce, book hotels online or hire a car. Their home smart devices ignore them. Credit cards from European banks no longer function, because Europe has still not developed its own EU-wide payments system, so most electronic purchases go through Visa and Mastercard. Converting euros to foreign currencies is extraordinarily difficult because everything passes through dollars. Living in Europe is no protection against Donald Trump bricking your digital life.

This dependence is not limited to mod-cons. Last year, the chairman of the Danish parliament’s defence committee said that he regretted his part in Denmark’s decision to buy US-made F-35 fighter jets: “I can easily imagine a situation where the USA will demand Greenland from Denmark and will threaten to deactivate our weapons and let Russia attack us when we refuse. Buying American weapons is a security risk that we can not run.” He is not alone. Spain has abandoned plans to buy F-35s.

Growth in the US economy – and the president’s political survival – rest on AI. The EU must use its leverage and stand up to him

The unthinkable has happened. The US is Europe’s adversary. The stark, profound betrayal contained in the Trump administration’s national security strategy should stop any further denial and dithering in Europe’s capitals. Cultivating “resistance Europe’s current trajectory in European nations” is now Washington’s stated policy.

But contained within this calamity is the gift of clarity. Europe will fight or it will perish. The good news is that Europe holds strong cards.
