The reluctance of later administrations to repudiate Bush-era torture and endless detention laid the groundwork for recent violence

If George W Bush’s abusive response to the September 11 attacks had been prosecuted rather than swept under the rug, Donald Trump would be less able to pursue his lawless policies. We can’t rewind history, but we can learn from our historic failure.

Twenty-five years ago, on a clear and crisp morning, I was sitting in the Human Rights Watch office in the Empire State Building with an unobstructed view of the World Trade Center towers as al-Qaida operatives flew two commercial jets into them. The horror of the attack required a response, but Bush and his vice-president, Dick Cheney, chose to react by throwing out the rulebook. They deployed torture and endless detention without trial in Guantánamo.

With some matches being held in nearby Miami, a Cuban response to US military action could mar the tournament

As Cuba crumbles under a nearly five-month-long US oil blockade, many on the island hope that the World Cup might save the island from US attack – or at least offer a respite until the competition ends on 19 July.

“The beginning of the World Cup will make it more difficult for the United States to carry out a military action in Cuba,” said Carlos Alzugaray, Cuba’s former ambassador to the EU. “Cuba is very close to the US, and can hit many targets inside the US, especially in south Florida, with drones or other weapons.”

Exclusive: Dozens of organizations write to Congress after general announced plan to ‘deal with’ those fleeing any humanitarian crisis on the island

Dozens of US and international human rights organizations are decrying the Trump administration’s plans to establish a migrant “camp” for fleeing Cubans at the Guantánamo Bay military base if the island nation’s crisis worsens under pressure from the US, according to a letter to members of Congress on Friday.

The 85 groups plan to submit the joint letter, exclusively shared with the Guardian, to US senators and House representatives, expressing their “profound concern” with comments made last month by a top Department of Defense commander, and describing any prospect of further migrant detention at the base as “deeply troubling and unacceptable”.

Ministers should explain why the UK has paid compensation to a Palestinian man who was tortured by the CIA and is still being held in Guantánamo Bay, according to a former attorney general.

Abu Zubaydah, the first man subjected to CIA waterboarding, was reported by the BBC to have been awarded a payment that may amount to hundreds of thousands of pounds because of the role of MI5 and MI6 in his mistreatment.
